In a small bowl, combine mayonnaise, chili sauce, sweet relish, lemon juice, green onion, garlic, parsley, salt, and pepper. Refrigerate 1 hour.
Skewer peppers, cucumber, radishes, and tomatoes together. Serve 1 to 2 skewers per wedge of lettuce. Serve with thousand island dressing over the top or on the side.
