In a medium bowl, add the cream cheese, sour cream, garlic powder, onion powder, and pepper. Using a hand mixer and combine until smooth.
Stir in the shredded cheese until fully incorporated. Cover bowl with plastic wrap and place in the refrigerator to chill for 1 hour, or until firm.
Line your brain mold with plastic wrap and transfer the cheese mixture to the mold. Using a spatula, press the cheese into the mold and level the top. Place back in the refrigerator for 1 more hour, until firm. Using a clean small spoon or knife, spread the ketchup along the lines of the brain for decoration. Serve with crackers.
