In a large dutch oven or pot over medium-high heat, warm the oil. Add the ground beef, cooking until no longer pink, about 8 minutes.
Reduce the heat to medium-low, stir in the bell pepper, onions, beans, tomatoes, tomato paste, tomato juice, chili powder, salt, and pepper. Bring to a simmer and cover. Cooking for 45 minutes. Uncover, stir and cook for 10 minutes more. Serve in cauldrons.
